A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING A MODIFICATION TO THE CURRENT FUNDING DISTRIBUTION OF SOCIAL SERVICES GAP (“SSG”) FUNDS, BY UTILIZING THE COMPREHENSIVE COMMUNITY DEVELOPMENT BLOCK GRANT (“CDBG”) ALLOCATION FORMULA, FOR PUBLIC SERVICE ACTIVITIES, AS SPECIFIED IN EXHIBIT “A,” ATTACHED AND INCORPORATED; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, INCLUDING AMENDMENTS, RENEWALS, EXTENSIONS, AND MODIFICATIONS, AS MAY BE NECESSARY, SUBJECT TO ALL FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS, FOR SAID PURPOSE.

WHEREAS, Community Development Block Grant (“CDBG”) dollars are allocated by City of Miami (“City”) Commission districts using the U.S. Department of Housing and Urban Development (“HUD”) formulas that allocate CDBG funds to entitlement cities; and
WHEREAS, since 2012, states and entitlement cities across the United States have experienced significant cuts to their CDBG allocations, which impact available funding for public services; and
WHEREAS, in response to the reduction of available CDBG funding, the City allocates general funds known as Social Service Gap (“SSG”) funds to cover public service program shortfalls; and
WHEREAS, previously SSG funding has been allocated by the type of service provided, with priority given to agencies that provide services to the elderly or disabled; and
WHEREAS, because of an increased demand for social services across the City, staff proposes to allocate SSG funding in the same manner that CDBG public services dollars are allocated to each City district; and
WHEREAS, SSG funding would be available through an RFP process, which staff already incorporate into the existing process for CDBG public services; and
WHEREAS, the City’s administration recommends authorizing a modification to the current funding distribution of SSG funds, utilizing the comprehensive CDBG allocation formula, as described in the Exhibit “A,” attached and incorporated, for public service activities;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized to modify the current distributionof SSG funds utilizing the comprehensive CDBG allocation formula, as described in the Exhibit “A,” attached and incorporated, for public service activities.
Section 3.The City Manager is authorized1 to execute any and all necessary documents, in a form acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption.
