RE.3 - Support Police Model Cities Initiative

WHEREAS, on June 3,2026, the United States Department of Justice(“DOJ”)released the Notice of Funding Opportunity for the FiscalYear2026 Model Cities Initiative (“MCI”) competitive grant allocating $300 million to two(2)to four(4)selected cities to support an implementation of wide-ranging strategies to reduce violent crime, modernize public safety infrastructure, strengthen criminal justice processes,andcollaboration among public safety partners; and

WHEREAS, the MCI provides targeted federal funding for 36-months to selected cities to implement comprehensive and innovative approaches and produce measurable outcomes in the reduction of violent crime, improvement in public safety, and greater protection of citizens; and

WHEREAS, the MCI funds will afford the City of Miami (“City”) the opportunity to present a complete, well-coordinated safety strategy that brings together law enforcement, service providers, community organizations, and justice system partners to reduce violent crime and enhance public safety; and

WHEREAS, if awarded this opportunity, the City will utilize said funding to integrate resources and services that produce lasting, system-wide improvements to community safety and stability consistent with the MCI’s goals; and

WHEREAS, the MCI's goals and objectives for this funding opportunity leverage federal resources to: (1) expand crime-fighting, investigative, and prosecution capacity; (2) improve and modernize crime data collection, intelligence gathering, incident response, and analytics capabilities to drive evidence-based policing; (3) develop innovative, nation-leading approaches to policing and violent crime reduction; (4) enhance law enforcement readiness and support for frontline officers; (5) expand services for American victims of crime; (6) reduce recidivism and support community reintegration; and (7) expand behavioral health treatment and recovery services that improve public safety outcomes; and

WHEREAS, the MCI program is based on a comprehensive wholistic community approach that brings together the City's elected officials, administration, law enforcement agencies, prosecutors, human services providers, behavioral health organizations, community-based organizations, and other key stakeholders to strengthen public safety through enhanced law enforcement engagement, victim services, detention and reentry programs, mental health and substance use treatment, and cross-agency collaboration; and

WHEREAS, the MCIsupports a broad range of evidence-based strategies and innovative public safety initiatives, andthe Miami Police Department(”MPD”)intends to submit a grant application that highlights the City's collaborative approach, innovative policing strategies, and commitment to protecting residents while serving as a national model for effective policing and integrated public safety management; and

WHEREAS,MPD seeks eligibility for MCI grant funds to implement strategies that will strengthen frontline law enforcement operations, modernize intelligence and data-sharing systems, expand prosecutorial and reentry services, enhance victim assistance programs, and increase access to behavioral health interventions through measurable, performance-driven outcomes; and

WHEREAS, the City Commission finds that MPD's participation in the MCI program is appropriate and the goals and objectives will promote public safety and improve coordinated service delivery, and therefore supports MPD's participation in the initiative and City's submission of the grant application;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:

Section 1.The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated as if fullyset forth inthis Section.

Section 2. TheCityCommission affirms support of MPD's participation in the MCI program and authorizes the submittal of a grant application to implement comprehensive and innovative strategies to leverage technology, data and partnerships to reduce crime for theCity to become a national example of effective policing through innovative strategies and integrated public safety systems management in the 21stcentury.

Section 3. The City Commission further recognizes thatkeeping cities safe requires a wholistic community approach.

Section4.This Resolution shall become effectiveimmediatelyupon its adoption.
