RE.6 - Accept $60k Dune Restoration Grant

WHEREAS, the Florida Department of Environmental Protection ("FDEP"), through its Florida Coastal Management Program ("FCMP"), administers the Coastal Partnership Initiative ("CPI"), which provides grant funding for projects that protect and enhance Florida's coastal resources; and

WHEREAS, the City of Miami ("City"), through its Grants Department and Parks and Recreation Department, submitted a grant application to the FCMP for the Virginia Key Dune Ecosystem Restoration Project (“Project”); and

WHEREAS, the FDEP has notified the City that its grant application has been selected for submission to the National Oceanic and Atmospheric Administration ("NOAA") for funding consideration in the amount not to exceed Sixty Thousand and 00/100 Dollars ($60,000.00); and

WHEREAS, if approved by NOAA, grant funding is anticipated to become available beginning October 1, 2026, and no work may commence until all required grant documentation has been completed and the grant agreement has been fully executed by all parties; and

WHEREAS, the Project will support the restoration and enhancement of coastal dune habitat, improve ecosystem resilience, protect native vegetation, and further the City's environmental stewardship and resilience initiatives; and

WHEREAS, the City Commission finds it to be in the best interest of the City to authorize the City Manager to accept the grant funding, if awarded; to execute all necessary grant agreements and related documents; and to take all actions necessary to implement the Project;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:

Section 1.  The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated as if fully set forth in this Section.

Section 2.   The City Manager is authorized to accept, if awarded, grant funding in the amount not to exceed Sixty Thousand and 00/100 Dollars ($60,000.00) from the FDEP FCMP through the CPI for the Project.

Section 3.  The City Manager is authorized1 to negotiate and execute all necessary agreements, amendments, renewals, extensions, and related documents, all in forms acceptable to the City Attorney.

Section 4.  The City Manager is further authorized1 to take all necessary and appropriate actions to implement the Project and to comply with all applicable grant requirements.

Section 5.  This Resolution shall become effective immediately upon its adoption and signature by the Mayor.
