A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), APPROVING THE CITY OF MIAMI ("CITY") ANNUAL ACTION PLAN FOR FISCAL YEAR (“FY”) 2026-2027, ATTACHED AND INCORPORATED AS EXHIBIT “A”; AUTHORIZING THE CITY MANAGER TO SUBMIT THE ANNUAL ACTION PLAN FOR FY 2026-2027 TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (“HUD”) FOR REVIEW AND APPROVAL; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE ANY AND ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.

WHEREAS, pursuant to the Code of Federal Regulations, 24 CFR 91.220, all entitlement jurisdictions are required to submit an Annual Action Plan to the United States Department of Housing and Urban Development (“HUD”), for the purpose of carrying out its long-term strategic plan; and
WHEREAS, the Annual Action Plan sets forth the overall goals and objectives of the City of Miami (“City”) Consolidated Plan; and
WHEREAS, the Annual Action Plan must be submitted to the Local HUD Field Office forty-five (45) days before the beginning of the Fiscal Year (“FY”), which is August 15, 2026; and
WHEREAS, the City Administration recommends the approval of the Annual Action Plan for FY 2026-2027;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City's Annual Action Plan for FY 2026-2027, attached and incorporated as Exhibit “A,” is approved.
Section 3. The City Manager is authorized to submit the Annual Action Plan for FY 2026-2027 to HUD for review and approval.
Section 4. The City Manager is authorized¹ to negotiate and execute any and all documents, in a form acceptable to the City Attorney, as may be necessary for said purpose.
Section 5. This Resolution shall become effective immediately upon its adoption.
