A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO CONDUCT A FACILITY CONDITION INDEX (FCI) ASSESSMENT REPORT EVALUATING THE STRUCTURES AND SYSTEMS OF ALL POLICE AND FIRE FACILITIES OWNED BY THE CITY OF MIAMI (CITY); REQUIRING THE ASSIGNMENT OF A CONDITION GRADE TO EACH CITY FACILITY INCLUDING DOCUMENTATION OF DEFERRED MAINTENANCE AND CAPITAL REPAIR NEEDS; DIRECTING THE ESTABLISHMENT OF A RECURRING INSPECTION SCHEDULE BASED ON SUCH GRADES; FURTHER DIRECTING THE CITY MANAGER TO RETURN TO THE CITY COMMISSION BY DECEMBER 31, 2026, WITH FINDINGS AND RECOMMENDATIONS; PROVIDING FOR AN EFFECTIVE DATE.

WHEREAS, the City of Miami (“City”) owns and operates several police and fire facilities that are essential to public safety and emergency response; and
WHEREAS, maintaining these facilities and related infrastructure in good condition is critical to ensuring operational effectiveness, safety, and resilience; and
WHEREAS, a Facility Condition Index (“FCI”) assessment is a nationally recognized methodology for evaluating the condition of buildings by comparing the cost of needed repairs to the replacement value of facilities; and
WHEREAS, conducting a comprehensive FCI assessment of all City of Miami (“City”) police and fire facilities will provide an objective understanding of each structural, mechanical, electrical, plumbing, safety and accessibility system and provide a detailed understanding of each facility’s condition, identify deficiencies, estimates associated with repairs and maintenance costs, and guide the City in planning long-term priorities; and
WHEREAS, establishing condition grades for each facility and a recurring inspection schedule based on those grades will promote proactive maintenance, maximize asset life, and improve fiscal stewardship;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth herein.
Section 2. The City Commission hereby directs the City Manager to conduct a comprehensive FCI assessment report of all City-owned police and fire facilities and related infrastructure.
Section 3. As part of the FCI assessment, the City Manager shall:
a.Evaluate each City-owned police and fire facility using the industry accepted FCI methodology, including documentation of deferred maintenance and capital repair needs of structures and facility systems;
b.Assign each facility a standardized condition grade based on established FCI thresholds; and
c.Develop a consistent inspection and grading framework to ensurecomparability across all facilities.
Section 4. The City Manager is further directed to establish a recurring inspection and reassessment schedule for all police and fire facilities, with frequency determined by each facility’s assigned condition grade, ensuring that facilities in poorer condition are inspected more frequently.
Section 5. The City Manager shall return to the City Commission within sixty (60) days of the effective date of this Resolution with a comprehensive report that includes:
a.The FCI results and assigned condition grade for each facility;
b.A prioritized list of maintenance, repair, and capital improvement needs;
c.A proposed recurring inspection schedule based on facility condition;
d.Recommendations for immediate and long-term corrective actions; and
e.Any budgetary, staffing, or policy recommendations necessary to implement a
sustainable facility condition monitoring program.
Section 6. This Resolution shall become effective immediately upon its adoption.
