A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT ("HUD") ENTITLEMENT GRANT FUNDS, IN THE TOTAL AMOUNT OF TWENTY-TWO MILLION, NINE HUNDRED FORTY-ONE THOUSAND. SIX HUNDRED NINETY-ONE AND 23/100 DOLLARS ($22,941,691.23) FOR THE FOLLOWING PROGRAMS IN THE FOLLOWING AMOUNTS: (1) FOUR MILLION, NINE HUNDRED FORTY-SEVEN THOUSAND, TWO HUNDRED FORTY-EIGHT AND 00/100 DOLLARS ($4,947,248.00) FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT (“CDBG”) PROGRAM; (2) TWO MILLION, SEVEN HUNDRED NINETY-ONE THOUSAND, FOUR HUNDRED FORTY-SEVEN AND 23/100 DOLLARS ($2,791,447.23) FOR THE HOME INVESTMENT PARTNERSHIPS (“HOME”) PROGRAM; (3) FOURTEEN MILLION, SEVEN HUNDRED SIXTY-ONE THOUSAND, TWO HUNDRED THIRTY-NINE AND 00/100 DOLLARS ($14,761,239.00) FOR THE HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (“HOPWA”) PROGRAM; AND (4) FOUR HUNDRED FORTY-ONE THOUSAND, SEVEN HUNDRED FIFTY-SEVEN AND 00/100 DOLLARS ($441,757.00) FOR THE EMERGENCY SOLUTIONS GRANTS (“ESG”)...

WHEREAS, the United States Department of Housing and Urban Development (”HUD") provides to the City of Miami ("City") entitlement grants annually for Community Development Block Grant (“CDBG”) program, Home Investment Partnerships (“HOME”) program, Housing Opportunities for Persons with AIDS (“HOPWA”) program, and Emergency Solutions Grants (“ESG”) program (collectively “Grant Funds”); and

WHEREAS, on April 3, 2026, HUD announced it will grant funds to the City for Fiscal Year (“FY”) 2026-2027 in the following amounts for the following programs: (1) Four Million, Nine Hundred Forty-Seven Thousand, Two Hundred Forty-Eight and 00/100 Dollars ($4,947,248.00)for the CDBG program; (2) Two Million, Seven Hundred Ninety-One Thousand, Four Hundred Forty-Seven and 23/100 Dollars ($2,791,447.23) for the HOME program; (3) Fourteen Million, Seven Hundred Sixty-One Thousand, Two Hundred Thirty-Nine and 00/100 Dollars ($14,761,239.00) for the HOPWA program; and (4) Four Hundred Forty-One Thousand, Seven Hundred Fifty-Seven and 00/100 Dollars ($441,757.00) for the ESG program; and

WHEREAS, the City’s Administration recommends accepting HUD entitlement grant funds in the total amount of Twenty-Two Million, Nine Hundred Forty-One Thousand, Six Hundred Ninety-One and 23/100 Dollars ($22,941,691.23) for the stated programs for FY 2026-2027;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA

Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section.

Section 2. The acceptance of Grant funds from HUD in the total amount of Twenty-Two Million, Nine Hundred Forty-One Thousand, Six Hundred Ninety-One and 23/100 Dollars ($22,941,691.23) for the following programs in the following amounts are accepted for FY 2026-2027: (1) Four Million, Nine Hundred Forty-Seven Thousand, Two Hundred Forty-Eight and 00/100 Dollars ($4,947,248.00)for the CDBG program; (2) Two Million, Seven Hundred Ninety-One Thousand, Four Hundred Forty-Seven and 23/100 Dollars ($2,791,447.23)for the HOME program; (3) Fourteen Million, Seven Hundred Sixty-One Thousand, Two Hundred Thirty-Nine and 00/100 Dollars ($14,761,239.00) for the HOPWA program; and (4) Four Hundred Forty-One Thousand, Seven Hundred Fifty-Seven and 00/100 Dollars ($441,757.00) for the ESG program.

Section 3. The City Manager is authorized to negotiate and execute any and all the documents, in a form acceptable to the City Attorney, for said purpose.

Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.
