A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE ALLOCATION OF HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (“HOPWA”) PROGRAM FUNDS IN THE AMOUNT OF FOURTEEN MILLION, SEVEN HUNDRED SIXTY-ONE THOUSAND, TWO HUNDRED THIRTY-NINE AND 00/100 DOLLARS ($14,761,239.00) FOR FISCAL YEAR ("FY") 2026-2027, AND AN ADDITIONAL AMOUNT OF TWO MILLION, FIVE HUNDRED THOUSAND AND 00/100 DOLLARS ($2,500,000.00) UNALLOCATED PROGRAM INCOME FUNDS FROM PREVIOUS YEARS, FOR A TOTAL AMOUNT OF SEVENTEEN MILLION, TWO HUNDRED SIXTY-ONE THOUSAND, TWO HUNDRED THIRTY-NINE AND 00/100 DOLLARS ($17,261,239.00), AS MORE PARTICULARLY SPECIFIED IN EXHIBIT “A," ATTACHED AND INCORPORATED, TO PROVIDE HOUSING ASSISTANCE AND HOUSING RELATED SERVICES TO LOW-INCOME INDIVIDUALS LIVING WITH HIV/AIDS; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, INCLUDING AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, SUBJECT TO ALL...

WHEREAS, since 1994 the City of Miami ("City") has received HOPWA Program funds from the United States Department of Housing and Urban Development ("HUD") and has been responsible for the implementation of programs designed to provide housing and related services to individuals living with HIV/AIDS in the City and throughout Miami-Dade County; and
WHEREAS, pursuant to Resolution No. R-26-\_\_\_\_\_\_, adopted July 9, 2026, the Miami City Commission accepted grant funds from HUD in the total amount of Twenty-Two Million, Nine Hundred Forty-One Thousand, Six Hundred Ninety-One and 23/100 Dollars ($22,941,691.23) for Fiscal Year (“FY”) 2026-2027, which included an amount of Fourteen Million, Seven Hundred Sixty-One Thousand, Two Hundred Thirty-Nine and 00/100 Dollars ($14,761,239.00) for the HOPWA program; and
WHEREAS, the City’s Administration recommends the allocation of HOPWA program funds, in the amount of Fourteen Million, Seven Hundred Sixty-One Thousand, Two Hundred Thirty-Nine and 00/100 Dollars ($14,761,239.00) for FY2026-2027, and an additional amount of Two Million, Five Hundred Thousand and 00/100 Dollars ($2,500,000.00) unallocated program income funds from previous years, for a total amount of Seventeen Million, Two Hundred Sixty-One Thousand, Two Hundred Thirty-Nine and 00/100 Dollars ($17,261,239.00), as more particularly specified in Exhibit “A,” attached and incorporated, to provide housing assistance and housing related services to low-income individuals living with HIV/AIDS;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The allocation of HOPWA funds in the amount of Fourteen Million, Seven Hundred Sixty-One Thousand, Two Hundred Thirty-Nine and 00/100 Dollars ($14,761,239.00) for FY2026-2027,and an additional amount of Two Million, Five Hundred Thousand and 00/100 Dollars ($2,500,000.00) unallocated program income funds from previous years, for a total amount of Seventeen Million, Two Hundred Sixty-One Thousand, Two Hundred Thirty-Nine and 00/100 Dollars($17,261,239.00), as more particularly specified in Exhibit “A,” attached and incorporated, to provide housing assistance and housing related services to low-income individuals living with HIV/AIDS, is authorized.
Section 3. The City Manager is authorized1 to negotiate and execute any and all necessary documents, including amendments, extensions, and modifications, all in forms acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.
