A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ALLOCATING EMERGENCY SOLUTIONS GRANT (“ESG”) FUNDS, FOR FISCAL YEAR 2026-2027 IN THE AMOUNT OF FOUR HUNDRED FORTY-ONE THOUSAND, SEVEN HUNDRED FIFTY-SEVEN AND 00/100 DOLLARS ($441,757.00), AS SPECIFIED IN EXHIBIT “A”, ATTACHED AND INCORPORATED, BEGINNING OCTOBER 1, 2026; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, INCLUDING AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, SUBJECT TO ALL FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS, FOR SAID PURPOSE.

WHEREAS, on April 3, 2026, the United States Department of Housing and Urban Development (“HUD”) announced the final Community Planning and Development Program Formula Allocations for Fiscal Year (“FY”) 2026-2027, which included an amount of Four Hundred Forty-One Thousand, Seven Hundred Fifty-Seven and 00/100 Dollars ($441,757.00) of Emergency Solutions Grant (“ESG”) funds; and
WHEREAS, pursuant to Resolution No. R-\\_\\_\\_\_\_\_\_\_, adopted July 9, 2026, the Miami City Commission accepted grant funds from HUD in the total amount of Twenty Two Million, Nine Hundred Forty One Thousand, Six Hundred Ninety One and 23/100 Dollars ($22,941,691.23)which included an amount ofFour Hundred Forty-One Thousand, Seven Hundred Fifty-Sevenand 00/100 Dollars ($441,757.00) for the ESG program; and
WHEREAS, the ESG program guidelines allow for the allocation of funds to continue supporting the City of Miami’s (“City”) outreach and referral services to the chronically homeless, and it requires the City to support homeless prevention and rapid re-housing activities; and
WHEREAS, the City’s Administration recommends the allocation of ESG funds, in the amount of Four Hundred Forty-One Thousand, Seven Hundred Fifty-Seven and 00/100 Dollars ($441,757.00)to the various activities specified in Exhibit “A,” attached and incorporated, for the FY 2026-2027 beginning October 1, 2026;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The allocation of ESG funds in the amount of Four Hundred Forty-One Thousand, Seven Hundred Fifty-Seven and 00/100 Dollars ($441,757.00)for FY2026-2027, as specified in Exhibit “A,” attached and incorporated,beginning October 1, 2026, isauthorized.
Section 3. The City Manager is authorized1 to negotiate and execute any and all necessary documents, including amendments, extensions, and modifications, all in forms acceptable to the City Attorney for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.
