A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO ANALYZE AND ESTABLISH THE CITY OF MIAMI’S (“CITY”) CAPITAL PROJECT FUNDING NEEDS, PRIORITIES, AND BONDING CAPACITY; FURTHER DIRECTING THE CITY MANAGER TO PREPARE A RESOLUTION SUBMITTING A REFERENDUM QUESTION TO THE MIAMI-DADE COUNTY SUPERVISOR OF ELECTIONS FOR THE AUGUST 18, 2026 PRIMARY ELECTION AUTHORIZING THE ISSUANCE OF A GENERAL OBLIGATION BOND TO BE CONSIDERED BY THE CITY COMMISSION AT THE APRIL 9, 2026, CITY COMMISSION MEETING.

WHEREAS, the City of Miami (“City”) is the largest municipality within Miami-Dade County (“County”); and

WHEREAS, the City provides services and maintains capital infrastructure for its more than four hundred eighty thousand (480,000) residents as well as the millions of tourists, public and private employees, and County residents and employees that enter the City every day; and

WHEREAS, the City of Miami, Florida ("City") has aging infrastructure which affects the quality of life of residents and visitors, and the City has identified capital projects of significant magnitude that need to be addressed for public safety, parks, roadways, drainage upgrades, and resiliency measures that are among the priority areas that require immediate attention; and

WHEREAS, there is a need to fund these capital projects for the City to provide the high quality infrastructure and services the City residents, business, and visitors expect from the City; and

WHEREAS, the City Commission finds that issuing a general obligation bond to fund the capital project priorities will be in the City’s best interests;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE OF THE CITY OF MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section.

Section 2. The City Commission directs the City Manager to analyze and establish the City’s capital project funding needs, priorities, and bonding capacity to fully fund and complete the City’s capital project needs and priorities.

Section 3. The City Commission further directs the City Manager to prepare a resolution submitting a referendum question to the Miami-Dade County Supervisor of Elections for the August 18, 2026 Primary Election authorizing the issuance of a general obligation bond, in one or more series, for the City Commission to consider at the April 9, 2026, City Commission meeting.

Section 4. This Resolution shall become effective immediately upon its adoption
