A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED โ€œRECYCLING PARTNERSHIP PROGRAMโ€; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, BETWEEN THE CITY OF MIAMI (โ€œCITYโ€) AND THE RECYCLING PARTNERSHIP, INC. WHEREAS, the Recycling Partnership, Inc., a foreign not for profit corporation, with principal place of business located at 601 13th Street Northwest, 12th Floor, Washington, DC 20005 (โ€œGrantorโ€) works with various companies, communities, and policymakers to help advance the entire recycling industry; and

WHEREAS, a funding opportunity exists for the City of Miami (โ€œCityโ€) which would increase recycling and environmental benefits; and

WHEREAS, Grantor desires to provide the City with a measurable increase in recyclable materials, reduce recycling contamination, and improve the quality of recovered materials through a targeted community engagement program for all single-family households (the โ€œProjectโ€), as further described in that certain Agreement attached hereto and incorporated herein as Exhibit โ€œAโ€; and

WHEREAS, pursuant to the Agreement, attached and incorporated herein as Exhibit โ€œA,โ€ Grantor will allocate a grant to the City in an amount not to exceed Three Hundred Sixty Thousand and 00/100 Dollars ($360,000.00) (โ€œGrantโ€) for the Project; and

WHEREAS, a portion of said Grant will be provided to the City as in-kind services valued at an amount not to exceed One Hundred Twenty-Five Thousand and 00/100 Dollars ($125,000.00) and the remaining portion of an amount not to exceed Two Hundred Thirty-Five Thousand and 00/100 Dollars ($235,000.00) will be awarded to the City in the form of a cash grant; and

WHEREAS, acceptance of the Grant and participation with the Project does not require a City match; and

WHEREAS, the City Manager seeks authorization to proceed with negotiating and executing the Agreement, attached and incorporated herein as Exhibit โ€œA,โ€ in a form acceptable to the City Attorney for the acceptance of the Grant and administration of the Project;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:

Section 1.ย  The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section.

Section 2.ย  The following new Special Revenue Project is established, and resources are appropriated as described below:

FUND TITLE:Recycling Partnership Program

RESOURCES:The Recycling Partnership, Inc. (cash grant):$235,000.00

The Recycling Partnership, Inc. (in-kind):$125,000.00

APPROPRIATIONS:$360,000.00

Section 3.ย  The City Manager is authorized to negotiate and execute an Agreement, in a form acceptable to the City Attorney, between the City and Grantor for the Project.

Section 4.ย  The City Manager is further authorized1 to negotiate and execute any and all other necessary documents, all in forms acceptable to the City Attorney, for acceptance and administration of the Grants.

Section 5.ย  This Resolution shall become effective immediately upon its adoption and signature of the Mayor.
