WHEREAS, the City of Miami (“City”) desires to permit the placement and operation of ice vending machines at Dinner Key Marina, Miami Marine Stadium, MiaMarina at Bayside, and Watson Island in exchange for monthly base rent paid to the City; and
WHEREAS, on June 24, 2025, the Department of Procurement (“Procurement”), on behalf of the Department of Real Estate and Asset Management (“DREAM”), issued Invitation for Bid No. 2034386 for the Provision of Ice Vending Machines at Various City Locations (“IFB”) under full and open competition; and
WHEREAS, on September 5, 2025, Procurement received three (3) submissions in response to the IFB, one (1) of which was a “No Bid,” and the remaining two (2) bids were reviewed and evaluated in accordance with the criteria set forth in the IFB; and
WHEREAS, after review and tabulation of the bids, Procurement determined that National Interior Solutions LLC (“Licensee”) was the highest responsible and responsive bidder; and
WHEREAS, Licensee offered monthly base rent of Four Hundred Three and 74/100 Dollars ($403.74) for the machine at Dinner Key Marina, Three Hundred Sixty-Two and 55/100 Dollars ($362.55) for the machine at Miami Marine Stadium, Three Hundred Eighty and 82/100 Dollars ($380.82) for the machine at MiaMarina at Bayside, and Three Hundred Seventy-One and 00/100 Dollars ($371.00) for the machine at Watson Island, subject to a three percent (3%) annual escalation; and
WHEREAS, the IFB and Licensee’s bid establish the material terms of the proposed license, including an initial term of three (3) years, with the option to renew for three (3) additional three (3) year periods, and require Licensee to furnish, install, maintain, service, repair, replace, and remove the ice vending machines; and
WHEREAS, Section 18-177 of the Code of the City of Miami, Florida, as amended (“City Code”), establishes competitive sealed bidding requirements for the sale or lease of City real property and, pursuant to subsection 18-177(g) of the City Code, the City Manager has submitted a written recommendation, attached and incorporated as Exhibit “A,” recommending that the City Commission accept Licensee’s bid as the highest responsible and responsive bid (“City Manager’s Recommendation”);
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section.
Section 2. Pursuant to Section 18-177 of the City Code, the City Manager’s Recommendation is approved and Licensee’s bid, as the highest responsible and responsive bid, is accepted, thereby awarding Licensee a revenue-generating license upon the terms and conditions of the IFB and Licensee’s bid for an initial term of three (3) years, with the option to renew for three (3) additional three (3) year periods, requiring monthly base rent of Four Hundred Three and 74/100 Dollars ($403.74) for the machine at Dinner Key Marina, Three Hundred Sixty-Two and 55/100 Dollars ($362.55) for the machine at Miami Marine Stadium, Three Hundred Eighty and 82/100 Dollars ($380.82) for the machine at MiaMarina at Bayside, and Three Hundred Seventy-One and 00/100 Dollars ($371.00) for the machine at Watson Island, subject to a three percent (3%) annual escalation and all other requirements of the IFB.

The City Manager is further authorized to negotiate and execute any and all documents, including amendments, renewals, extensions, and ancillary documents, all in forms acceptable to the City Attorney, subject to all allocations, appropriations, and budgetary approvals having been previously made, compliance with applicable provisions of the City Code, including the City of Miami’s Procurement Ordinance, Anti-Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City Code, and compliance with all applicable laws, rules, and regulations, as may be deemed necessary for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption.
