PH.1 - A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE ACCEPTANCE OF ADDITIONAL STATE HOUSING INITIATIVES PARTNERSHIP (“SHIP”) FUNDS IN THE AMOUNT OF SIXTY-EIGHT THOUSAND, TWENTY EIGHT AND 00/100 DOLLARS ($68,028.00) FOR STATE FISCAL YEAR (“FY”) 2025-2026, FOR THE STRATEGIES UNDER THE CURRENT SHIP LOCAL HOUSING ASSISTANCE PLAN; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS INCLUDING AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, ALL IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, SUBJECT TO ALL FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS FOR SAID PURPOSE.

WHEREAS, in July, 1992, the State of Florida enacted the William E. Sadowski Affordable Housing Act (“Sadowski Act”) which allocates a portion of new and existing documentary stamp taxes, which are paid on the transfer of real estate, to local governments for the development and maintenance of affordable housing; and

WHEREAS, the Sadowski Act provides a dedicated revenue source for affordable housing, and it has created the Florida State Housing Initiative Partnership (“SHIP”) program; and

WHEREAS, pursuant to Resolution No. R-25-0294,adopted on July 24, 2025, theCity Commission approved the amount of Two Million, Eighty-Three Thousand, Nine Hundred Fifty-Three and 00/100Dollars ($2,083,953.00) for State Fiscal Year (“FY”) 2025-2026 for the strategies under the current SHIP Local Housing Assistance Plan (“LHAP”), allowing the City of Miami’s (“City”) continued participation in the SHIP program; and

WHEREAS, on June 24, 2026, the Florida Housing Finance Corporation notified the City of an additional allocation for FY2025-26 in the total amount of Sixty-Eight Thousand, Twenty-Eight and 00/100 Dollars ($68,028.00), for a total allocation of Two Million, One Hundred Fifty-One Thousand, Nine Hundred Eighty-One and 00/100 Dollars ($2,151,981.00); and

WHEREAS, the City Administration recommends the acceptance of the additional funds in the amount of Sixty-Eight Thousand, Twenty-Eight and 00/100 Dollars ($68,028.00)in SHIP funds for FY 2025-2026 for the strategies under the current SHIP LHAP;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section.

Section 2. The acceptance of additional SHIP funds, in the amount ofSixty-Eight Thousand, Twenty-Eight and 00/100 Dollars ($68,028.00)for FY2025-2026, for the strategies under the current SHIP LHAP, is authorized.

Section 3.  The City Manager is authorized to negotiate and execute any and all necessary documents, including amendments, extensions, and modifications, all in a form acceptable to the City Attorney, subject to all federal, state, and local laws that regulate the use of such funds for said purpose.

           Section 4.  This Resolution shall become effective immediately upon its adoption and signature of the Mayor.
