WHEREAS, on February 12, 2026, the City of Miami (“City”) Commission adopted Resolution No. R-26-0066, which directed the City Manager to evaluate the Calle Ocho corridor to initiate the process to establish a special assessment district to be known as the Calle Ocho Business Improvement District, for the purpose of enhancing public safety, cleanliness, economic vitality, and reinvestment in the Southwest 8th Street corridor of the City for a period of ten (10) years; and
WHEREAS, Calle Ocho is a culturally significant and economically vital corridor within the City that would benefit from a coordinated, locally governed reinvestment strategy focused on enhancing public safety, cleanliness, walkability, business attraction, and overall quality of life for residents, visitors, and business owners; and
WHEREAS, the City Commission finds that it is appropriate and in the best interest of the City residents to appropriate and allocate an amount of three million, five hundred thousand and 00/100 dollars ($3,500,000.00), annually for a period of four (4) years commencing in Fiscal Year 2026-2027 or until a business improvement district is established for the geographical area generally bounded on the north by the rear property line of the properties fronting the north side of southwest 8th street (or the opposing side property line of corner properties fronting the north side of southwest 8th street), on the east by Interstate-95 , on the south by the rear property line of the properties fronting the south side of southwest 8th street (or the opposing side property line of corner properties fronting the south side of southwest 8th street), and on the west by southwest 22nd avenue (“Area”), as more particularly depicted in the attached and incorporated exhibit “a” to be used exclusively for enhancements, improvements, maintenance, security, sanitation, and other public purposes;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is directed and authorized to establish the following new Special Revenue Account and resources shall be allocated and appropriated as described below:
FUND TITLE:Neighborhood Revitalization Fund for
the Calle Ocho Corridor
RESOURCES:City of Miami, Fiscal Year 2026-2027$3,500,000.00
APPROPRIATIONS:Neighborhood Revitalization Fund for
the Calle Ocho Corridor$3,500,000.00
Section 3. The Neighborhood Revitalization Fund for the Calle Ocho Corridor shall be used exclusively for enhancements, improvements, maintenance, security, sanitation, and other public purposes within the Area.
Section 4. The City Manager is directed to identify and allocate an amount of Three Million, Five Hundred Thousand Dollars ($3,500,000.00) to said Fund annually for the next four (4) years commencing in Fiscal Year 2026-2027, or until a Business Improvement District is established within the Area.
Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.
